Refused Connection Google Cloud Please Help

>> Successful Install on Centos 6 Google Cloud Instance
>> When I click on the ip /2030 My web browser says refused connection or timed out
>> When I manually type in the IP, same.
>> I shut off all popup blocker and Virus software
>> I have rebooted
>> I do have a static IP
>> I tried different browsers

What else can I try?

google  cloud probably has limitations and locked ports and it's also known to not allow outgoing emails so it's not recommended if you plan to send emails from your server

Thanks for the reply. Your answer gave me an idea.

SOLVED: I went to the Google Cloud instance and Clicked on VPC NETWORK - Firewall Rules and opened the ports for 2030 and 2031.
I then got the login page, but could not log in with root.
So I changed the root password by typing passwrd into the SSH.
Then I got a bunch of errors once I actually got in and I'm solving problems as I go.
