How can I unlock my site from root ?

Hi there
My CWP is busted , I can see my site but panel is busted
I want to change my site files but I locked it
How can I unlock it from terminal ?
I want to make a change in index.html and try to create another clean install

Not sure how you could do that i searched for you, fix the panel GUI interface from ssh and problem solved.
