Ownership of public_html folder for one of my users sites.

Hi all thanks in advance for help on this issue. I have a users public_html directory that got assigned root:root on their public_html directory and also any folder or file under that. I've tried to chown user:nobody the directory from root terminal with no joy. User is unable to change anything in directory and I need to fix this.. Thank you.. I have also tried using fix permissions in CWP control panel.
