Cannot edit users

As title says I'm not able to modify existing users.
What ever I click in the "user edit popup" nothing has been change except every single time no matter if it's checked or not Backup is turning on.

I've used old module edit_account&username=USERNAME  to edit user.

That edit account popup doesn't work. For example it doesn't load Packages at all. Another thing, whatever I check down on the checkboxes it isn't saved.
But no matter on the checked/unchecked box for the backup feature once upon clicking on the save button backup feature will be enabled. If backup box is NOT checked once upon clicking on the save button backup feature will be enabled even I'ved unchecked backup box before clicking on the save button. 3rd thing, there is no value for Inode and it wont change value after saving.

EDIT:  Also password can't be changed from the client login panel. After saving a new password from the clients login page it says that pw is changed. But old pw is still a login pw to the client panel also it remains the same for ftp. Nothing has been changed.
