Hi After registering a domain i cant access newly uploaded index.html

Hi
I am very new to this webpanel i have successfully configured my new domain how ever when i make any change in index.html it does not change any thing at all on live domain index file
even if i delete index.html from public_html its stay the same as welcome and testing default page in domain
Help please
also how can i make a back of my configuration please thanks again
