Package Limits error

We have created a package names package1

this package has 1 email account limit 1 ftp account limit and we want all the remaining features such as mysql, domains, subdomains to be 0. we dont want the accounts with package package1 to create mysql databases.

We set the limit of database limit 0 but the account still able to create unlimited databases, Then set the limit to -1 STILL the account can create unlimited databases HOW is that possible? and how can we fix that any suggestions ?

Try feature manger for the package and turn off MySQL functions
