Title: Update 0.9.8.866 for CWP User not working with php 7.1

I have build and upgrade from php 7.0.33 to php 7.1.31 and everything works fine except the fact that everytime i try to login in CWP user panel is just refreshing the page. Assuming that might be an error that is not shown. I am not a php developer.
