Account recognition bug?

I created a user account for my server through ssh and gave it an SQL database, et al...

When I login to root on the control panel and check user there is nothing displayed.  When I go to create a user in the control panel it says that user is already created (but isn't listed when I go to "check user/database")

First, you should remove a user through SSH and after that trying add it by the CWP.
Also, you have to add a user by the CWP, do not use SSH for this.
