Can't create new user due to packages

Hi,
On a fresh install when I try to create a new user account
It fails because I can't select a. Package, even though they exist,
I've tried on various devices and browsers same thing
The drop down box just doesn't do a thing
Any help appreciated

Have you tried to recreate the package? Have you tried to assign the default package if it exists?
Post the last 20 lines from this file
