Cant login - followed the encryption error thread instructions

I followed the pinned post.  I haven't logged in for awhile.  I tried today and was met with the encryption error.

http://198.46.148.47:2030/login.php   works with root

https://198.46.148.47:2031/login.php it doesn't even load.

I changed password, changed encryption (update) - sha512, started/stopped server, rebooted server

I'm at a loss.  I'm a real new guy to this but hopefully someone will clue me in.

I am installing centos 6.5 with 64bit and 1M ram.  My bet, nothing is going to change.  I dont get this.  It worked fine a few days ago on a version I installed and removed.
