Haw to prevent end user from acces or form PHPmyadmin

I  am using CWP 6 and  i rmarqued that the end user by accessin to his web pannal he can add as many databases as he wants withe the name starting with test.
Haw can prevent the end user from acceding to phpmyadmin and to web pannel
