... the memory is constantly busy, when I restart the server it goes down, but after a while the lines fill up again ...

What to do?

Wow, can I have your server? 50GB of memory, pretty sweet. Two CWP servers I manage has 6GB to the VMs; another has 10GB for the VM. A "dedicated" server has 16GB. Haven't had memory issues with any of them. Seems as though you're going to need to find your memory leak:

You are also having issue with ICU. They could be connected. (That whole PHP add-on looks like a headache to me personally.)
Since you also mentioned PHP 7.3.x

Is this on a dedicated box or a VPS?
Using Apache or Nginx?
OS Distro & Version?

The memory on my dedicated box for a micro mirror with 32GB seems to use more memory for some reason.
