Title: Web UI doesn't list already existing users

Hi guys,

I'm new in forum and first of all I would like to say hello to you.

I've created an user through the shell using the "useradd" command.
Let's refer to this account as "user account".
If I try to login to CWP using the user account, I can do it without problems.
The issue come where I perform a login to CWP using the admin account, because I can't see the "user account" in the user list menù.
This is a problem because I can't set the Quota for this user, and it can't add domains.
I can't create the "user acocunt" from the UI because it correctly says that the user is also in "/etc/password".

I'm using:
Centos 7 64bit
CWP version: 0.9.8.327

You should add new user with panel or api

Use CWP to add a new account (meaning linux user, user group, a user record in CWP database and other related stuff), dont use SSH command line
