How to clear blocked ips?

Hello,
I have problem on ftp connection.
On my vps firewall status is "off", but still i cant connect to ftp.
I trayed from different ip, all is ok and work very well.
But when i tray on home ip cant connect to ftp.
I trayed before from ftp same time 10 connection for upload file.
Then my ip address blocked.I looked on panel but I cant found where I can delete blocked ips for ftp.
My csf allready is disabled on vps.
when I tray "Flush all Blocks" button im getting this error "csf and lfd have been disabled, use 'csf -e' to enable"
on this url : ip:2030/index.php?module=csf
Later I trayed "Firewall Enable" button, and did be active firewall.Again trayed "Flush all Blocks" button and i got this result ;
DROP  all opt -- in !lo out *  183.3.202.199  -> 0.0.0.0/0
LOGDROPOUT  all opt -- in * out !lo  0.0.0.0/0  -> 183.3.202.199
csf: all entries removed from csf.deny

csf: There are no temporary IP bans
csf: There are no temporary IP allows

So on the ip block list not have any record.
And i trayed "Quick Unblock" too, there I got this result;

csf: 111.111.111.111 not found in csf.deny
csf: There are no temporary IP bans
csf: There are no temporary IP allows

Im loked all menus on csf but nothing.Can you help me where I can clear this Ip block list? Maybe I can delete manuel on file?

did you tried rebooting the server? and try to restart cwp (Restart CWP using: service cwpsrv restart ) ?  and clear dns cache

alternatively u can use winscp https://winscp.net/eng/download.php

just login with ssh details

> your server root username, password and IP

Yes I trayed reboot server.And I did try too "service cwpsrv restart" and did clear dns cache.
This problem not about ftp client, but I trayed winsct else now.
Im created normal domain user on panel.
when Im traying connect ftp with this user

"Timeout detected. (control connection)
Connection failed."

Im taking this error.I trayed ssh too now, there too not connected.
Only did connect with ssh "root" user.
but for root user too with ftp I cant connect.

yes, I try ftp and ssh mode so 21,22 ports
for this user 21,22 cant connect Im taking timeout
root user for 21 port (ftp) Im getting timeout
root user for 22 port (ssh) connecting succesfull.

Sorry for re-opening this post, but I have the same issue.
Disabling the firewall I can connect via FTP. Re-enabling it I'm blocked out.

I have white listed my IP but it's not working
