Client Control Panel IP's blocked

Hi I just installed a Centos Webpanel and it has been running great for two weeks.  Suddenly all IP's are blocked to Client Panel Login Page on Port 2082 and 2083.   The main server ports 2030 and 2031 are ok.   

I tried the following:
-Whitelisting my IP number but it still does not allow access.
-Clearing all the IP in the blacklist
-I turned off the firewall completely and it still does not allow me access!

I believe I am using CSF firewall but if I turn it off Im still blocked.  Is it possible another firewall is running on server?
Do client ports have a seperate configuration to allow access?

Any suggestions would be helpfull.

you can check if the port is working
