FTP Login Issues after new user creation

Im using a vmware 12 on windows server and i installed centos + centos web panel. this comes with default package and i used it with ftp params to connect and edit all. but now i created a new user, when i created new user the main directory changed from

http://myip.com/ to http://myip.com/useridfolder/

so, with this i think all my users will get this.

ftp connection still is home/xxx/xxx/myuser/public_html and using filezilla via lan ip i can access to ftp but when i try from remote computer using the router ip + port 8021(forwarded 21) i get the next error:

Error:   The data connection could not be established: ECONNREFUSED - Connection refused by server
Error:   Connection timed out after 20 seconds of inactivity

also for access via lan i need to setup to ftp plain text.

im looking for more information about it
