Title: BUG" User Quota Reach limit but still can upload

tested on free cwp




step by step to test


- create package 500MB with name "500"
- create package 300MB with name "test300"
- create user with packaged "500"
- upload files 300MB
- check quota 400/500
- i change the user package to "test300"
- check quota 400/300 and red flag


- from user panel i open file manager and i  upload 56MB files
Success!!




i have cwp pro... not tested on pro yet...

i run /scripts/cwp_api account update_diskquota_all [again]
