you will need to check cakePHP instructions for installation.

You can try to upload it on the new account which you need to create in CWP.

I want to install laravel but i am not user is it going to affect php and apache on my centos webpanel server anyone who can give me some tips ?

cwp apache and php are using custom paths so you will not break anything.
