Use the following command:
iptables -A INPUT -p tcp --dport 2030 -j ACCEPT
For more ports, use menu Security->CSF Firewall->Configuration wich will edit the file /etc/csf/csf.conf
Search for TCP_IN
and put your values (incomin & outgoing).
Example for port tcp 80 and 443 (http & https)
# Allow incoming TCP ports
TCP_IN = "80,443"
By now i don't see any handy editor for ports. It is a basic feature and ALL other webpanels have it.

my server can use port 80 port 22
but port 2030

I guess you are A LOT confused.
If you can see "LOGIN TO CENTOS WEBPANEL" means you have reached the website under port 3020, so it's open.
I can't see any other valuable information on your screenshoot, like if you are triying to connect from inside or outside, as example. That screenshot has no info at all, but confuses my about where do you get it.

and why are you using lynx if you can use browsers ?

I think it opened cwp panel from it's own vps, using a text mode browser so we don't know really if the port is open.
As you Admin point on other post, ssl ports are preconfigured on the cfs firewall.
People not using CSF must deal with iptables, right?

now i install new server it not work on port 2030 but i use lynx on server xxx.xxx.xxx.xxx:2030 i see login from

Check your iptables rules. Also if you have add some rule, do that as:
iptables -I INPUT -p tcp --dport 2030 -j ACCEPT
but not
iptables -A INPUT -p tcp --dport 2030 -j ACCEPT
