Apache / I can't login to my centos webpanel display mysqli_connect(): (HY000/2002)

Please I need to fix this as soon as possible, I discovered my website was hacked and I tried to fix it but discovered the website started displaying internal server error. So I decided to reboot the server then I can't access the centos webpanel anymore but display the message below
