You are doing something wrong!
1- Check the Apikey and that you have permission to see the return list
2. That the port is open, from whmcs to cwp and vice versa
3. I will use the % option in the apikey instead of the ip

check that following:
- If my server is NAT, check that it has a public IP
- That port 2304 is open for communication with the api
- That the remono server allows ssh connections as root
With this most of the problems are solved
