Installed new panel and cannot connect

Hi i installed new panel at 198.167.140.9 panel not working with or without ssl.
Clean Centos 6.6 x86.
Please help with it.
Panel shows connection refused thought site and ip working.

log file. Seems  cwp service is not linux app - ITS AN HTML FILE.
WHAT A CRAPPY SOFTWARE.

seems like broken installation. Something was fetched with html data usually happens when we do with a github.
