Check your Firewall ports are Open, but most importantly is that your Router (connected to your modem) is Port Forwarding.

The best way to ask your network admin to configure it. Seems like you have closed ports all the network for external connections.
You can ask me to solve any problem with your server for some money in pm  ;)

Yes ports are open and have been for the last 10 years  ;) cwp updated since then no out side access to user or admin control panel.

Also done a fresh install by default no access from outside to panels routor is wide open too.

Maybe you have some additional firewall like firewalld which blocked ports
Nobody able to guess what do you have and what errors. Ask some compitent system admin and provide the server access to him (her).

No i dont have any other firewalls or 3rd party software being used and im more than competent  in setting up a server  ;) this issue only showed its face after cwp7 did one of those updates with out a changlog  ;)

All needed ports are open and no 3rd party software in use infact the only software being used is cwp.

In this case, you have to ask your network admin. Anyway, nobody there knows how your network/routing/ports were configured.
You are able to connect from one address and unable from other means you have incorrect network configuration ;)

Do you take the time to read posts  or even the full post ?

once again i am the network admin owner the full job once again it was working just fine and has been for over ten years yes ten of running my own server.

my ports are fine my routor is fine my server machine is fine my network is fine and here comes the big one cwp7 was fine until then pushed out an update then access to control panels stopped.

That points to a cwp issue not server config.

Now to prove you wrong i just set up a 2nd server using linux xampp guess what i have access from out side my lan  ;) shame cwp dont hey.

I've re-read your opening post and it still doesn't make a lot of sense.  ::)
Sounds like you're running a server from your bedroom/basement/kitchen rather than properly from a server provider. Each to their own though.
As long as your home router passes through port 2031, then you should gain access, though port 2304 appears to be used for some tasks.

If you gave a much clearer description of your environment then you may get answers that suit you better.
