CWP hogging RAM and Server Resources

I run a single html page that has no traffic on CWP, the server has 1GB ram but CPW says its 95% of ram is used, I never see it go below 80%. is there anything I can do to increase performance ? Why are there so many things hogging ram?

with and without cache are about the same and I have stopped ClamAV to see if it would make a difference, it did drop it to about 0.5gb but today its gone back up, - with cache 0.9gb / no-cache 0.8gb. I have a 3GB swap.

Looking at munin charts, I see that CWP uses considerably more Committed Memory than WHM/cPanel and Webmin. So, I agree CWP appears to use more RAM resources, OOTB.

So it sounds like it might be normal for it to use nearly 1gb at Idle. I know it says that 1gb is one of the requirements to run CWP it just sounds like a lot.

On one particular VPS, I had the opportunity to raise the RAM from 1 to 2GB. All that happened is CWP maintained the committed RAM at 2.7GB. Grrr. Nothing else was changed. So called Apps now consume 1.48GB. At least it ain't swapping to disc now, though cache is a crazy 500MB.
Note: this is on a very quiet VPS with only one client website.

1GB ram is not enough...i have run a few control panels and none of them like less than about 2GB if you are also using php for cms like Wordpress.
I also would advise to just run plain old apache or nginx on low memory systems...nothing fancy.
You also have to look at disabling anything that hogs resources.

for clamav you need at least 2-3 gb of RAM
