Disable CWP from creating Default Directories i.e /public_html and /tmp

How can I disable CWP from creating Default Directories i.e /public_html and /tmp? I want CWP just for storage purposes so I need to disable CWP from creating vHosts or Directories in User folders. Can anyone tell where the user creation script is located or how I can do so?

If you do not use the server for websites no need to use CWP or another panel. The folders you are talking about are default folders and you cannot do not create them
