Getting error when access account by IP

I just set up a new CWP server. I am traying to access the domain via IP - http://myipaddress/~useraccount

I've done this on other CWP machines without an issue. But this one is generating the folloiwng error:

Forbidden
You don't have permission to access this resource.Server unable to read htaccess file, denying access to be safe

Any idea what might be wrong?

Should be enabled by default:

Can you confirm that module is loaded?
