I'm a little confused about the installation requirements. Is it possible to install CentOS 7 and CWP to run on a local network? I was hoping to use them as a dev environment?

Of course you can.
I have a CentOS 7 minimal +  CWP7 on VMware Workstation 15.

use this version:
