Is there any possibility to permanently redirect to https.
when I type
http://IP:2030
it should redirect to
https://IP:2031

You would need to add nginx redirect rules in file /usr/local/cwpsrv/conf/cwpsrv.conf
Google that, it should be simple.

yes but you need to use nginx rules for ports 2030,2031,2082,2083,2086,2087,2095,2096

If you use Cloudflare you can redirect all http traffic to https
