CWM installed on instructions from the official website, however, my installation is incomplete as shown in the attached image.
Note: My installation was made in a Microsoft Azure Virtual Machine with CentOS 6.8.

I'm new in the CWP and did not really know why.
If I I logged with the user with administrator privilege Azure allows me to create when creating the VM. In fact the root user seems that is inaccessible to us due to the Azure security restrictions.
So I ask:
It is possible that my user become a CWP administrator?
Or CWP only allows the root is a portal administrator?

first you need to find out if their is a user with the name root.
Centos is normally making one user with that name.
and if you have that then the password which has been set by installation of centos. then open your browser
http://yourip:2030
and user name root
and password yourpassword.
and you should have admin access.

I did a test by creating a VM in Hyper-V on my local PC and it worked. It functioned normally when I logged in as root.
I did a little research about it and found out that I can prepare my VM ready and send it to Microsoft Azure. I will do this today and if it works, put here to share with you.

Could enable the root account on the Microsoft Azure VM and so the problem was solved!
