Users that have been set to full SSH Access get error.

When I delegate users Full Shell Access under Manage Shell Access they login and get tthe following error:

shell request failed on channel 0
Root and the initial user I created when I installed the operating system can login with no problem.

Check shell in /etc/passwd and all user's limits.
