CWP to CWP drops on 2th or 3th account

When I trying to transfer, using ssh key, 6-10 accounts it transfer only 2-3 of them and drops. When I trying to transfer using password it transfers all accounts but public_html contents only standard index.html. Checked all checkboxes while creating API, firewalls disabled. What's wrong with migration tool?
