MySQL database create issue on MariaDB 10.4

Hello.

I have updated MariaDB from 10.1 to 10.4.
From cpanel (user account) I can not create database. I can't confirm is this issue exist on 10.1 too.
From whm (root) I can.

Do you have some errors? Can you check all logs?

Strange. Today I checked and it is working.
I see that cwp is 925 version - did you change anything ?
