Hello there

downloading files when I open the internet site I am using centos web panel can cause this problem

domain.com/~username
The files that were previously uploaded to the website appeared to be downloaded but now it is downloading files

im not sure but i think its from .htaccess file in your domain
try to download for back up and delete the  original  if its work good, if not than you have a back up for htaccess
