In what dictionary does cron execute?

I am asking because I am installing this https://github.com/TechnicPack/TechnicSolder and need to exuctue these commands to make a migrate the database stuff. php artisan migrate:install , php artisan migrate. My host says to use cron, but I need to execute that in one of my public_html, so could someone tell me either,
1. Where the cron executes so that I can ask my host to do it.
2. How I can specify an dictionary for php to execute in.

you can use full path "/home/USERNAME/public_html"

you can set cronjob in the users panel
