100% CPU usage

Hey , need some help here, recently installed Magento 2 with CWPanel PRO at my new server.
its very slow. when i open my website the CPU usage is 100% and takes a lot of time to load the website..

Any help?
Memory RAM (with Cache): 2.84GB / 14GB
Memory RAM (NO Cache): 0.84GB / 14GB

Apache version: Apache/2.4.27
PHP version: 7.0.10
CPU Details: 4 Core (2400 MHz)
CWPpro version: 0.9.8.359

What does top say is using it all ?

shuld give anoutput like when i looked at my server doing a backup

Here is a print when i type top


its so strange, got a good vps and its so slow with magento 2....

Suggestion:
Suspend that magento account, if you see the server performance gets better, meaning the Magento app did not well coded.
Then try to install a basic wordpress, you will see the difference between apps
