Hi,
before it was placed php.ini in / public_html, did this file manage all the domains/ folder of this user
Now ... what files, what content and where to place them to manage user or / and folder level?

.user.ini files is a configurable option of PHP. It can be turned on/off via the main php.ini file for your specific version your using.
