I understand your frustration; however, I think you also have to keep in mind that this is a free web-panel and it will take some time to get the latest versions of everything.
You could always update everything yourself ^^

If it is a pressing issue, you can always update phpMyAdmin manually. For CWP, phpMyAdmin is located in
/usr/local/apache/htdocs/phpMyAdmin/(source: http://forum.centos-webpanel.com/informations/centos-configuration-file-locations-%28cwp%29/)
You can download the package from http://phpmyadmin.net, backup your config file, and replace all phpMyAdmin files with their new versions and then replace your new config file.
