CentOS 7 Problems / No "cgi-bin" folder when new users are created

Hi guys, test driving this out with view to moving over from cpanel. One thing I've noticed is when an account is setup, there is no cgi-bin folder within the public_html folder on account setup. Any ideas what I'm missing on my otherwise, vanilla, setup.
