If not something is blocking your connection (can be your local firewall) or maybe the firewall of your I.S.P.
Or maybe but not likely CSF on the CWP server.

You can check this from your computer make a telnet session to the server name
you configured for outgoing mail on port 25 . If nothing happens in your terminal
/ dos window screen then you are blocked.
I am not sure if CWP supports alternative ports (465 or 587) but you can give those ports a try.
