Its not a bug its just that when files are replaced a reload is required , you can schedule it as a cron though so its not too much of a hassle

You would have to either add the ip address as a virtual interface to
/etc/sysconfig/network-scripts/ifcfg-eth0 or 1 depending on what you have and how many physical nice
or make a new ifcfg-ethxxx file and add the config there

The best option is to secure the form (CAPTCHA) , you could also restrict countries in css.conf but this may cause you to lose legitimate messages and run your cpu up a bit
