firstly you should check your server logs and based on that you can search for issues with your web servers.
it could be apache limits, mod security or something else.

Yes, the php path in my public html, http://domain.com/info.php, the configuration is loaded in here /home/shinoa/public_html/php.ini, i change upload max filesize , but when i login in wp-admin, i use wordpress, the configuration not change, upload file limit it's not change.

to make this change for wp-admin folder you should add php.ini file in wp-admin folder.

repquota -a -s will show you disk space usage for users home folder, mysql isn't included.
You can check in mysql folder disk usage for users databases.

at the moment this option isn't available, you can backup all your files/databases then delete account, create a new account and restore files and databases from backup.

other option would be to add new domain as addon and in that way you don't need to delete or change anything.

cwp by default doesn't limit your server, but you can limit server resource with CWP per account if needed.

you can use mail server rebuild option i cwp to reconfigure postfix/dovecot, if you have deleted it by using cwp editor then you also have a backup of it.
