yes you can use that example, but by rebuilding apache all aliases and redirects will be also added so you don't need to add them manually and there is probably more than 20 of this records in the configuration.

you need to install phpmyadmin by using official instructions on developers website.
All this must be under user nobody in default apache folder.
However, you will need to troubleshoot this by using your logs.
