I was facing the same issue , upon looking into the log files i found that hte error_log pointed at the dashboard file and its deps. I was able to solve this by setting the default theme and removing the users ability to change the theme.
path = featuers, themes and languages, select the themes tab, and confirm that the default theme "dot" is selected, and hit the save button, try to login as user, is not go back and remove the users ability to change the theme, and save again. then try login.
