Apache / Apache issue

Hello,
I have a big problem, i have centos web panel and i cannot start apache, i have removed it and reinstall it and the problem still,
here is the apache status:
[root@45 ~]# systemctl status httpd.service
● httpd.service - Web server Apache
Loaded: loaded (/usr/lib/systemd/system/httpd.service; enabled; vendor preset: disabled)
Active: failed (Result: exit-code) since Wed 2017-10-18 19:24:19 UTC; 8h ago
Process: 3836 ExecStart=/usr/local/apache/bin/apachectl start (code=exited, status=203/EXEC)
i have rebuild the apache and nothing solved, please help me
