Hi,

I was wondering if there was a way to force the update, right now I am running CWP version: 0.9.8.1.

Yep, that wont work since that command is not in the version I have.  It comes in the version above mine.

Guess i'll just try
cd /usr/local/src
wget http://centos-webpanel.com/cwp-latest
sh cwp-latest

and see if it updates or overwrites my system.  Thank god Im doing it on a VM first.

newer don't start installer, installer is not an updating tool !!

CWP has automatic updates so there is no need for manual ones, however, you have this instructions on the wiki/faq.
