The language icon cannot be uploaded or changed, please help

I am a pro user,
I used the clone language function to clone a new language, but the icon cannot be displayed, please help me to set the new icon, thank you

In addition:
The back-end management panel is still unable to use the language of my own country. Where can I change the back-end management panel language, not the user back-end

Second question, I would like to ask how can I change the Google font source? Because I’m in China, I can’t access Google, which causes my background management access to be very slow

The third question is, when I am in China, the speed of installing and updating software is very slow. Can I try to optimize for Chinese users?
