Hello,
We used to be able to edit user account, like optional Access Shell.
Now I am unable to give option Access Shell.

as always you can edit shell access by using shell access manager in cwp.
Recommended is to have Jailkit if you don't have cwp secure kernel.

Now we CAN'T DO that.
It will be back like never been ticked.

(1) When I clicked "edit menu" => I ticked "shell acccess"
(2) checked again => still unchecked.
(3) SO, I can not use "shell access"

Ohhh now I understand the problem, thanks for the report, this will be solved for our new version. You can also change this from "Manage shell access", in the admin /admin/index.php?module=chshell
