Hi, try to comment line "load module" in /usr/local/apache/conf.d/rpaf.conf .
In a fresh installations it does not happening as I know.

I got the same error, new install too.

All files in the directory are loaded (*.conf) so you need to rename it or delete it. Don't know what it is, or if it is important, but at least that got the webserver to run.

you to restore original /usr/local/apache/conf/httpd.conf and restart Apache, Because you will find the file contains only two lines.
also use "WebServers Main Conf" it's better than "Apache Re-Build".

you can file the file here:
/usr/local/apache/conf/httpd.conf_backup
or
/usr/local/apache/conf/original/httpd.conf
