In recent days, I can not connect to my DB on my server

I have this error:
Host 'x.xxx.xx.xxx' is not allowed to connect to this MySQL server

What should I do to allow remote MySQL on CentOS-WebPanel?

please specify detailed informations when posting, is this related with the user or root and where do you get this error ?
