I need to set up a VPS provider that allows the user to create linux and windows virtual machines.
Does CWP have this function?

CWP is linux (Redhat family) hosting panel
you can go with kvm software or other

KVM manager = For VPS
CWP = For Linux

so it will compatible with any VPS ...
maybe you can explore about QEMU
